This November, North Dakotans will be able to vote to legalize adult-use cannabis in their state. Just two years ago, North Dakotans had the same opportunity and voters rejected the legislation.

If Measure 5, the ballot measure to legalizes cannabis, passes in November, retail purchases at fully legal dispensaries will begin by October 2025. Adults over 21 years old will be able to grow 1-3 cannabis plants for personal use. The ballot provides that 7 cultivations licenses and 18 dispensary licenses would be needed to supply the newly legal industry.
